Description

Updates Jest to version 28 and adds the new GitHub Actions reporter.

The new reporter will annotate failing tests on PRs - like this:

Type of change

[ ] Bug fix (non-breaking change which fixes an issue)
[x] Feature (non-breaking change which adds functionality)
[ ] Breaking change (fix or feature that would cause existing functionality to not work as expected)

Checklist:
