Slightly breaking change, that the script now defaults to no resume so as to stick with an additive feature set, to not require a "train from scratch" flag. Add --resume_pkl='latest' to all guides/colab notebooks after this.

Only validate looking for latest pkl if set to 'latest' - used to always check
Handle a missing resume file gracefully
Handle resetting resume_kimg if no resume_pkl
Correctly handle None in --resume_pkl arg
