Image tabs order #128

If an image field is opened for the first time and the user has no images
in the library we show uploading tab. That's OK.

If an image field is opened for the first time and the user HAS images in
the library we should show My Images tab. 

If an image field was closed then it should be opened in the same state as
it was closed. This is how it works now, I believe.

Proposed behaviour is implemented in 1.8.0.0rc1 (installed on magedev)

It all works as instructed. Tested it logged in and out. Works fine in FF and 
IE.

Suggestion:
How about making the cached file appear first. Same as it is now but when a 
field has
an image selection cached, that tab is the one that opens by default.
Ex. The image field has Upload, My images and Stock images... The last time 
that the
user edited that particular template, they chose an image from "Stock images". 
Next
time that the same user opens the same image field, the "Stock images" tab opens
first and is auto-scrolled to the cached image.

I posted this suggestion in the "cache" issue, but here it is again, just in 
case.
The issue is Test OK otherwise!

The task completed as expected. The situation with stock images is no good.
