CUDA environment? #3

I got RuntimeError: CUDA environment is not correctly set up.

This is using Windows 7.

Apparently it does not just work. We need special steps. I will research on this and try to make it work.

Note for self:

cuDNN needs CUDA 7.5 needs Visual Studio correctly installed!!!

CUDA Visual Studio Integration => no supported version of Visual Studio was found.... Visual Studio Community 2013 -- NOT EXPRESS !!!
