I think it's a good idea to define net neutrality as early as possible. That way when we show Pai's intentions, people will know exactly what's at stake. They'll know this isn't just about letting corporations have the freedom to create the services they want, it's about preserving everyone's freedom to access information.

The web is and has always been nothing beyond 47 USC 153 ¶59 wire communications exactly as defined in 1934. The wires across urban America and across rural America were and still are why Title II was written. These wires run on public right-of-ways beside highways and near power-lines or other utilities. The "web" has been nothing more than a telecommunications utility from day one.

The facts are the public already owns the web of wires making up the "web" because of being installed while the FCC was helping pay to string copper wires across "depression-era" America. These wires were originally traded by telephone/cable corporations in exchange for access to consumers and permission to place these wires on public land. Think of these existing wires like existing railroad rails. Owned by a company and the public at the same time.

Now please keep in mind no radio/cell/Wi-Fi on earth can travel 300 miles. The web would not stretch beyond a less-than 300 mile circle if there were not public wires. These wires are controlled by the FCC as directed by Congress. Verizon and at&t and other ISPs are trying to get Pai to believe these wire infrastructure investments are private corporate investments instead of shared common carrier telecommunication contributions these have always been while maintained on public land.
