Feature/em710 serial support #1445

Add serial input support for M3 sonar to mbtrnpp.

New utility mbtrn/utils/emserpub reads UDP .ALL stream and writes to serial port (to emulate sonar). Supports hardware flow control (RTS/CTS).

Has not been tested with sonar. Builds and runs on MacOS Monterey, Ubuntu 22.04
