This PR adds support for editing line item quantities for pending orders with admin payment.

TO TEST: https://deploy-preview-522--staging-merch-stores.netlify.app/

  1. Open the deploy preview and navigate to an order where the admin is the payer and the close date is pending.
  2. Adjust the quantities of the order and verify that pricing and quantities update accordingly.
  3. Click to update the order and verify that the order quantities are correctly updated in the Shopify admin.
  4. Go to an order that is closed (merchstores/M0159)
  5. Verify that you cannot edit the order details

Quantities updating in store where admin is payer when editing a pending order. Cannot edit order details on a closed order.
