MSISDN discovery issues #182

Issues:

MsisdnDiscovery.broadcasts_in_queue should to ignore messages that are too old.
very_low queue can't keep up at 500 / 10 mins. (this is because it's never getting run because other things are getting in the way)
Separate reminder config and friend finder config

Fixed:

Parameterize user_reminderer and friend_messenger queues
