Change scheduled jobs to write a single job to sidekiq

This will allow us to keep using the heroku scheduler

Done:

• Rename rake tasks in heroku scheduler
• Setup config vars
• Use the scheduler queue
• Remove old config
• Test running the rake task without requiring database
