Translate Hacker Laws using GitLocalize #117

Pls consider using GitLocalize.com to manage translations of Hacker Laws into other languages. GitLocalize is free and is great for managing crowdsourced translations.

@dwmkerr GitLocalize is a cool and promising tool. But I think the most important problem of the repo is how to align the master content with the translations. When you add a new law or a new principle, the owner of the locale content should be aware of the change. I had contributed the translation of phpthewrongway repo. I liked the folder and file structure of the repo. Here is my proposal inspired from phpthewrongway;

@umutphp got it - let me bring you into the convo on another issue, #126, we're trying it out with pt-BR. It looks like GitLocalise might make this straightforward, but I don't want to suggest we move to it wholesale till we've had a bit of a chance to experiement!
