Improvements to timeline component #570

What

Following review of timeline we agreed some scoped work to improve it

Review based on access to work examples

Pre-work

Lift examples of access to work components and formalise into initial spec for review.

The component only includes the timeline (class, and attribute) of an item (date, header, byline, content, link) with the ability to set a header level.

Improved and tested component

There is a couple of tweaks to do for the spec from a development point of view, but lets have a team review on it before we move forward.

Done a first pass of this for team review - probably first pass is design when Claire is back
