We should extract out our https://design-system.dwp.gov.uk/patterns/toggle-to-welsh pattern into a component

Lift examples of usage and formalise into initial spec for review.

[x] Make example switch from English to Welsh etc

Outcomes

A releasable, tested language toggle component.

Notes

Welsh text has been updated based on feedback from our Welsh language Unit (this was undertaken with Attendance allowance)
Text has been moved to within the link to improve link instruction for screen readers
Additional vars added for context for the link inline with other versions
