Publication links not taking users to next step in BEAR flow #420

If a user has entered a PICO search and then would like to continue the BEAR flow they click the on one of the pluses in the image above. However, if a user scrolls down past the initial 20 publications that are loaded the plus does not work.

In the picture above, 20's link will work but 21's link will not.

This is working on staging but not working for me locally. Not sure what is causing this at the moment. Will look into what could be causing this issue
