Who is this aimed at? #67

I always got the impression this repo was aimed at open source contributions for a developer coming into an unfamiliar project, but after a discussion with @nelsonic I wasn't sure. Having read through the first half it still feels like it.

From my experience (small team) the creating an issue & validating an issue is not a big part of the process as the PO will have created most issues (therefore don't need to be validated), it is only a few specific types of technical issue that I feel need to be validated.

@JMurphyWeb when you asked me this question before raising the issue yesterday after the client demo... when you were sitting on the sofa... and I said:

This repo is aimed at everyone who is new to the DWYL organisation. At some point we were all new... All the people freelancing on DWYL projects need to follow a set of steps while they are getting their work done.

And if everyone follows the steps (which we iterate on till it's the best it can be) then we can do amazing things! 🚀
