Adds section on forking #98

Adds section on when it is acceptable to fork into the dwyl organisation, fixing #30

Will rebase once #97 is merged in.

@nelsonic I assigned you and then unassigned when I realised I needed to revise after the other PR was reviewed. So I assigned myself and added the label to ensure you didn't waste time looking at it - didn't work as I had hoped, sorry!

Some weirdness happening here, opening a new PR
