At the moment if the "awaiting-review" label is added without any assignees, dwylbot will post a warning even when some reviewers are defined.

[x] We need to update this rule defined in #62 to check if there are any reviewers before adding a warning
[x] Create a new rule which will add automatically assignee if the awaiting-review label is added with reviewers
