As a user I want to get the data (description, edits, comments) of the open and closed pull requests so that I can see the history of these pull requests

[x] Create a function that get all the pull requests from a repository
[x] Create a function that get all the comments of a pull request - we might be able to reuse a function define for issues (as PRs are issues)

The event when a pull request is opened is not sent which means that the data of the pull request is not saved on creation. So when a new comment is added to the pull request the server can't link the comment to the non existant PR:

[x] update the Github app permissions to allow PR event to be sent to the server
[x] Catch PR event and save the content of the PR using the same logic used with issues webhook event type:
