Now (as of 2017-06) IE8 has only 1.65%. Seems older Chrome versions (likely other browsers using older Chromium) are as popular than older IE versions;. Maybe mention:

look at your site stats
guesstimate your target audience; a store selling $200 jeans will be more likely to have newer devices/browsers than a non-profit helps the poor.
