How do you create an elm package from scratch? #121

I want to make elm packages in my existing project for a number of reasons:

so that I can reuse this work again on other projects
so other people can benefit from my work
so other people can help add to / improve my work

However I am unclear about how to go about doing this. I imagine there are other people who are also in my position. So I think this would be a good place to record this information.
