First Draft adds Outline and Links #10

Been meaning to start this repo for a while... ⏳ This "first draft" is far from "complete" but hopefully it starts the conversation... 💭 I've included some basic intro copy and a few "useful links". 🔗

Ideally we would dedicate a decent chunk of time making this readme the best one on the Internet... if only there weren't 50 other things competing for our time... 😖
