Update expenses policy #118

Takes outdated and incomprehensible expenses policy out of Google Docs and into finance.md along with other similar info

Clarifies requirements of VAT receipt for all expenses

Explains expenses submission process for PAYE dwylers vs freelancers

Github emoji is weird - it has custard 🍮 and the disputed 13th Zodiac sign :ophiuchus: ... but not :ruby:

Given what github is used for, this does seem odd
