I think If you pay per feature, you will incentivise people to cut corners in code quality, testing and documentation. Also if the client adds to or tweaks the requirements of the feature, would you have to re-evaluate how much the feature should cost?
If people are spending their time effectively an hourly wage is the way to go in my view.
If you want people to be more conscious of their productivity having a periodical, in-depth review of their work, could be a good way.
This is as much a philosophical question as a business one. We should get everyone's insights on this.
