something simple to get us started counting stars

@iteles this PR adds:

• detail to the readme to clarify why this project exists and what "challenge" it solves for DWYL
• adds some initial code (that doesn't do much yet... but signals where we are going with it...)
• outline of what needs to be done next.

Still do be done in the next PR: https://github.com/dwyl/stars/issues/6

Please merge this in so that the repo isn't "bare". I will continue working on it next weekend. Thanks! N 😉
