Removes the section on PRs which has now been put into our contributing repo (see https://github.com/dwyl/contributing/pull/13) and referenced that from the relevant section here (rather than having a section on how to PR in here directly and having to repeat it in dwyl/contributing), fixes https://github.com/dwyl/contributing/issues/11
