Must have similar interface to running Tape tests from CLI (command-line arguments)
Must support istanbul for collection of coverage statistics
Must still output the same info to STDOUT / STDERR so output can be piped and formatted.

Might need to use https://www.npmjs.com/package/nyc (istanbul) for subprocesses ...
