Just like custom labels #34 need to discuss whether we'd like to create milestone templates and how they can link to labels.

@jrans are you preparing the research on Custom Milestones to present to people? e.g. create a custom-milestones.md file where you describe in detail:

what problem are you trying to solve
how do custom milestones (attempt to) solve that problem
why should people start using custom milestones for their projects/repos ?

This is not an "_MVP_ feature", but I agree it would be super useful so please describe it!
