[MDAPI-127] [C++] Make statics initialization more lazy. #55

Added TimeFormat and TimePeriod "lazy" c-tors.
IsolateThread was made moveable-only.
Got rid of warnings about NamedUnsignedIntArg on 32-bit architecture.
Removed checks that IsolateThread is bound to the main thread.
Removed explicit Isolate initialization for the main thread.
Initialization of SessionFilter handle made lazier.
