[BUG] Housekeeping label missing #131

Current behavior

Creating a housekeeping issue the label is not attached to the issue directly.

Expected behavior

The housekeeping label should be attached directly to the label.

no error in the code, just need to change the label in the repo from 'note: housekeeping' to 'type: housekeeping'
