PoC for local developer QA environment

[ ] Docker build file for dashboard production image (via yarn build)
[ ] Docker build file for dashboard developer image (via git clone)
[ ] Docker build file for Apache (with or without SSL)
[ ] Docker compose file to run Apache/dashboard (NextJS server) with /console route
[ ] Ability to deploy via Docker desktop (with osxfs disk mounting)

I could not get a "production" image to that wasn't about 500mb in size.
