feat: Control logging output in devtools #34

Depends on: https://github.com/dxos/sdk/pull/476 and https://github.com/dxos/debug/pull/1

I may add some additional functionality -- provide "canned" groups of debug namespaces such as "networking" and "echo" in the UI. Hence this PR is draft.
