Offline invitation both fails and succeeds #350

Peculiar situation with the offline invitation flow, both fails and works.

To reproduce:

  1. Perform an offline invitation.
  2. On the invitee side, wait for a timeout.
  3. Keep waiting. The invitation eventually goes through
