Progress label counts device halo parties #504

  1. Create two parties
  2. Reload page
  3. Progress label shows loading party n of 2, which is correct
  4. Add a device (device invitation)
  5. Reload page
  6. Progress label shows loading party n of 3 - INCORRECT. It counts the device's halo party towards the status of loading

The work is done in echo. Now it's just a matter of dependencies flowing down to Teamwork so closing.
