Create a GH action that can be triggered by the PR workflow that updates a coverage dashboard wiki page for each repo.

[x] Fork and experiment with https://github.com/ziishaned/jest-reporter-action/blob/master/index.js to grab coverage output and insert into PR
[ ] Use https://www.npmjs.com/package/@actions/github to update wiki page (e.g., https://github.com/dxos/gravity/wiki/Dashboard) via https://octokit.github.io/rest.js/v18
