Use dxw internal Renovate config

(Following the playbook approach: https://github.com/dxw/playbook/pull/1315)

We have a few open dependency PRs on this repo. We can somewhat automate the management of this by switching to our internal config for Renovate which will make it:

• automatically merges minor and patch updates
• combines patch and minor updates into a single pull request
