Update this guide to reflect changes to home page and other guides.

remove the section on Why it's important, which is now covered in the new guide to Accessibility obligations
move section on assistive technology to group it with the other 'what we mean by ...' sections
link to relevant obligations
make some bullet lists more consistent with other parts of the manual and Playbook
