vis: Create `TopologyView`

The current visualizations don't convey regions very well. They also don't convey the actual network topology very well either.

Describe the solution you'd like

A chart that

• shows which clients are connected to which balancers
• shows which monoliths have which rooms
• groups balancers and monoliths within regions
