what happened it?

just setup steamguard

I think this might have something to do with the red steamguard shield icon you are seeing. As a workaround, you can try this:

In the account security section (the section with the red shield), click "Manage Steam Guard".
Select the 2nd option "Get Steam Guard codes by email"
try steamguard setup again.

I've figured out the steps to reproduce this:

On the steam account:
- Make sure that there is no phone number on the account
- Make sure that Steam Guard is completely off (red shield)
Run steamguard setup
See that you never get prompted to add a phone number
See that you get prompted for an SMS code, despite having no phone number on file
See that the authenticator gets finalized anyway, and steam guard is not set up on the account (still has red shield)
