chore: add legal text to desktop footer + help dialog

Doesn't apply to mobile yet because mobile doesn't have a footer 🫠 . Will work with design to figure out where to best put this 🤷‍♀️

Footer (I couldn't figure out how to get intercom to show locally so I just manually edited local branch to always show for testing purposes):

- Updated to add legal disclaimer at bottom with Learn More that links out

Added optional hrefOverride (usually it auto links to deployer's TOS page, but we need it to link to dydx.exchange's TOS)

FooterDesktop
- Add legal blurb to footer which opens help dialog when clicked
- Slightly updated styling

hooks/useURLConfigs.ts
- Added deployerTermsAndConditions (legal specified they wanted it to be configurable)
- Added dydxLearnMore for legal blurb link out
hooks/useEnvConfig.ts
- Added deployerName
