Listing notes modification cooldown #87

Description

Right now if you want to change a listing note for one bot, it won't allow you to change it again for the next 30mins, that's alright. However, the cooldown also applies to other bots if you have multiple.

How would you like the requested enhancement to be implemented

Make it so that each bot has its own cooldown.

Why would you like to see the requested enhancement in Bot.tf

It would allow changing the listing note for all the bots without having to wait 30 mins between them.
