remove boilerplate from chroot /etc/fstab #14

resulting fstab still has this at the top: # UNCONFIGURED FSTAB FOR BASE SYSTEM can probably fix this in one line

fstab doesn't seem to be getting updates from these commands in the first place..

conditional is evaluating to false, i thought it was being passed in via cli :|
