Once we have #11 we could add an extra config to add extra penalties to repetitive dives over and above what ZH-L 16C has. One option I saw mentioned was after surfacing from each dive, pretending each tissue compartment was saturated as much as would be allowed based on GFHi. Then during the surface interval they will off-gas from there.
