Remove double UI test run in CI #234

This pull request contains changes to the .github/workflows/CI.yml file. The changes primarily involve restructuring the deployment and testing processes. The UI automation tests and deployment to production have been moved to only run on non-pull request events, while the date retrieval and UI automation tests on the preview site are now only run on pull request events.
