Consolidate $location.searching #13

move all setting of $location search parameters into the LinkCtrl

Not possible because we need to call resetFilters() and filter() in FilterCtrl's scope, and it doesn't make any sense to put LinkCtrl inside of FilterCtrl. The way it works now is fine.
