The part where it goes:
Ice-Type Moves and Physical Steel-Type Moves now Freeze on 19+. If the Move already Freezes, the Effect Range for Freeze increases by 1.
Every other feature/ability that alters/grants type ranges gives the range increase by the same amount.
19+ is the equivalent of +2 ER. Similarly, 18+ should be +3 ER.
You can see this back in any other feat/ability that grants & buffs ERs including the Frostbite ability.
