Support Offers #8

Likely will rely on offer templates tasks, but would be great to have a way to create offers. Slightly torn on if an offer should be in source control and therefore built into the deploy command, however, the goal here is to make any possibility available, so probably should build out for that point alone. For the migrate command coming in the future, this does need to be built to handle that specific scenario.

Get implemented. Create / Update blocked as public tokens does not work with the existing API
