Deleting categories #152

Options:

  1. prohibit the deletion of categories entirely
  2. Allow the user to delete categories, ask if they are sure, inform them that it will significantly reduce metrics effectivity on past time block tables.
  3. Allow the user to archive categories that they no longer want to use. And or map them to new categories... retroactively updating metrics and insight areas (4)
