too many open files error #1026

in some setups , though ulimit should be more than enough we get too many open files error. we need to make sure that dymint doesn't leave open connections hanging and has a reasonable TTL.

@artemijspavlovs what we concluded with this ? did we not manage to reproduce thus far? can this be closed?
