revert: revert authority to params subspace #24

Close https://github.com/dymensionxyz/dymension-rdk/issues/359

Right now, the rollapp-evm doesn't have MsgUpdateParams. This could make the app can not update param via gov. This PR will revert it and use params subspace instead

@trinitys7 I believe follwoing this guide is the way to submit evmos proposal so we don't need to change anything: https://docs.evmos.org/protocol/evmos-cli/proposal-draft

I submitted proposal and it worked. please double check me and if so we can close this pr.
