Create a metric utils library
Add oneagent enrichment
Use "defaultDimensions" instead of "tags"
Split large exports into batches of 1000

SonarCloud is failing because it thinks the tests are wildly duplicated (they are, but who cares). @arminru any way we can configure to ignore the test directory?
