modified setup to use flit
requirements files are now only added to install specific versions of pytorch with CUDA support
added cp10 to CI, removed cp7

@pcrespov this is a minor MR where I introduced the setup.cfg, and reinterpret the meaning of requirements files (based on ideas from https://towardsdatascience.com/setuptools-python-571e7d5500f2)
